Xi Jinping signs order on protection of military-industrial facilities

China’s Central Military Commission chairman Xi Jinping has signed new regulations aimed at protecting the country’s important military-industrial facilities. Jointly issued by China’s State Council and the CMC, and also endorsed by Premier Li Qiang, the regulations seek to safeguard the security, proper operation, and modernization of key defense-related sites. These include research, production, testing, and storage facilities for weaponry and equipment, as well as archives, data centers, communication stations, ports, airports, and specialized railways. The rules establish protected zones where unauthorized access, photography, recording, or documentation is forbidden. Violations may lead to criminal penalties. The regulations also require that protection of these facilities be considered in socio-economic development plans. The 51-article regulation will come into effect on September 15, 2025.
