“New quality productive forces,” a concept proposed by Xi Jinping, has become a central theme at China’s annual Two Sessions, shaping the country’s future economic strategy. Xi said developing these forces is key to promoting high-quality growth and strengthening competitiveness, emphasizing that technological and industrial innovation are the main drivers.
A major focus is artificial intelligence, which Xi has described as a strategic technology leading a new wave of industrial transformation. China’s AI sector has grown rapidly, with more than 6,200 companies and a core industry valued at over 1.2 trillion yuan by the end of 2025, while related industries could exceed 10 trillion yuan by 2030.
The draft outline of the 15th Five-Year Plan highlights the development of emerging sectors such as next-generation information technology, new energy and advanced materials, while also promoting future industries including quantum technology, biomanufacturing and brain-computer interfaces. At the same time, Xi stressed that traditional industries will also be upgraded through innovation, smart technology and greener production to support China’s modern industrial system.
