About 30 Western and European countries agreed at a meeting in Paris that any future peace deal for Ukraine must include strong, binding security guarantees.
In a joint declaration, the Coalition of the Willing said it remains committed to a just and lasting peace based on the UN Charter. The group said it is ready to establish politically and legally binding guarantees once a ceasefire begins, including participation in a US-led ceasefire monitoring system, continued military support for Ukraine, and long-term defense cooperation.
France and the UK also signed a declaration of intent to deploy troops to Ukraine after a ceasefire. French President Emmanuel Macron said several thousand French soldiers could be sent to help maintain peace and monitor the Russian-Ukrainian border, stressing they would not be combat forces. He added France would help rebuild Ukraine’s army. UK Prime Minister Keir Starmer said Britain and France could set up military hubs across Ukraine.
The United States took part in the summit, with senior envoys and the top US general in Europe attending. US envoy Steve Witkoff said President Donald Trump supports the agreed security arrangements.
