TikTok has signed binding agreements with Oracle, Silver Lake, and Abu Dhabi–based MGX to create a new U.S. joint venture, allowing the app to continue operating in the United States. The move aims to resolve long-standing concerns over data security and national security.
The new entity will be majority owned by American investors, governed by a U.S.-led board, and responsible for U.S. data protection, algorithm security, and content moderation. ByteDance will retain a minority stake, and the deal is expected to close on January 22, 2026.
