The disaster was driven by a mix of natural and systemic factors, including the region’s flood-prone geography, an intense downpour that caused river levels to rise over 8 meters in just 45 minutes, and inadequate warning systems. Many residents received alerts only moments before the flood hit, leaving little time to escape. The lack of proper flood control infrastructure along the riverbanks further worsened the impact, allowing floodwaters to overwhelm homes and summer camps built near the river.
