Shanghai in China, Liverpool in Britain and Charleroi in Belgium have been named winners of the first World Intellectual Property Organization (WIPO) City of Innovation Award. Launched in 2026, the award recognizes cities that make strong commitments to promoting innovation and creativity. The three cities were selected from 15 finalists by an independent international jury.
Shanghai aims to strengthen its position as an international hub for science, technology and intellectual property. Its plans include expanding intellectual property education and services, supporting cultural and creative industries, and improving connections between researchers, businesses, entrepreneurs and investors. WIPO jury member Andrea Dempster Chung praised Shanghai’s strong research base and ambitious plans, saying they were key factors in its selection.
