Shanghai launches pilot program for global data cooperation

Shanghai has officially launched a pilot program for international data cooperation, a move announced Wednesday at the 2026 Global Digital Cooperation Forum and Global Data Week. As one of the first cities selected by the National Data Administration to test new frameworks, Shanghai will focus on creating a secure and efficient environment for cross-border data collaboration.
The program outlines 17 specific tasks across six key areas, with a long-term goal of establishing a comprehensive international data system by 2030. This initiative is designed to unlock the value of data and support companies expanding overseas through advanced infrastructure and mutually recognized rules. By aligning regulations and building a coordinated ecosystem, officials aim to modernize global digital governance and facilitate smoother data movement across borders.
