Russia warned that it will take reciprocal measures if the United States resumes nuclear testing, according to Deputy Foreign Minister Sergei Ryabkov. He noted that the U.S. has not responded to Russia’s offer to continue observing the core limits of the New START treaty, which caps deployed nuclear warheads and delivery systems and is currently the only active arms control agreement between the two countries.
President Vladimir Putin had previously stated that Russia would honor New START limits for one year after its expiration, provided the U.S. does not take actions that upset the strategic balance. Russia’s press secretary, Dmitry Peskov, said Moscow is monitoring U.S. statements, including those by President Trump and Secretary of State Marco Rubio, and stressed that any U.S. nuclear tests would compel Russia to respond in kind.
