Luis Montenegro, leader of the Social Democratic Party (PSD), was sworn in as Portugal’s new prime minister along with his 16-member cabinet. At the ceremony, he pledged to reform the state, reduce bureaucracy, and promote political dialogue. President Marcelo Rebelo de Sousa acknowledged growing confidence in Montenegro but noted public skepticism toward traditional parties.
The new government has one fewer ministry than before, with some ministries merged. A key change is the creation of a Ministry for State Reform, led by Goncalo Matias. Montenegro called public administration reform the cornerstone of his agenda. The cabinet was formed just 18 days after the election—Portugal’s fastest under the current president. Parliament will vote on the government’s program on June 17–18.
