Minister: China’s marine economy grows as ocean industries expand

China has made major progress in marine development, conservation, and innovation, Minister of Natural Resources Guan Zhi’ou said Thursday during a Ministers’ Corridor interview at the 14th National People’s Congress.

China’s gross ocean product reached 11 trillion yuan ($1.6 trillion) in 2025, 7.9% of GDP, with global-leading sectors in shipbuilding, offshore engineering, wind power, and fisheries. Marine drugs developed in China now account for 28% of global categories, and emerging industries like marine energy and seawater desalination are growing.

The country has limited new land reclamation, maintained natural coastlines above 35%, expanded mangroves to 475,000 mu (31,700 hectares), and strengthened protection of key ecosystems, including coral reefs and reserves.

China has advanced marine technology with Laoshan Laboratory, the drilling vessel Meng Xiang, the Shenhai-1 offshore platform, and Arctic dives by submersibles Jiaolong and Fendouzhe. Internationally, China has signed blue economy agreements with over 50 partners and participates in global marine research.

During the 15th Five-Year Plan (2026-2030), China will focus on innovation-driven marine growth, industrial upgrading, coastal ecosystem protection, marine tourism, and strengthened international cooperation.
