Italy has become the first EU country to pass a comprehensive AI law aligned with the EU’s AI Act. Approved by parliament and led by Prime Minister Giorgia Meloni’s government, the law emphasizes human-centered, transparent, and safe AI, while promoting innovation, privacy, and cybersecurity.
The law sets rules across sectors including healthcare, employment, justice, and education. It requires human oversight of AI decisions, limits access for children under 14 to parental consent, and introduces criminal penalties for harmful uses such as deepfakes or AI-related fraud.
AI-assisted works can be copyrighted if they involve intellectual effort, while AI text and data mining is allowed only for non-copyrighted material or authorized research. Oversight will be led by the Agency for Digital Italy and the National Cybersecurity Agency, alongside existing regulators.
Up to €1 billion in state-backed investment is allocated to support AI and related technologies, though some critics say this is not enough. In healthcare, doctors retain final decisions, and in workplaces, employees must be informed when AI is used. The government says the law keeps AI development aligned with public interest and citizen protection.
