Israel submits revised Gaza withdrawal plan amid escalating violence

Israel has submitted a third revised plan for a phased military withdrawal from Gaza to international mediators. The proposal suggests reducing Israeli forces to a 2-kilometer buffer zone near Rafah. However, it remains unclear whether this will revive stalled ceasefire talks with Hamas, which demands a full withdrawal to pre-March positions.

Despite diplomatic efforts, Israeli airstrikes intensified on July 14, killing at least 47 Palestinians across Gaza, including in refugee camps and shelters for displaced people. Water facilities were also reportedly targeted, which Hamas labeled a “systematic water war.” Armed clashes continued in several areas, and humanitarian conditions have worsened drastically.

UN Secretary-General António Guterres condemned the “horrific” situation in Gaza, calling for a permanent ceasefire and a long-term two-state solution. UN agencies reported severe humanitarian crises: children killed while seeking aid, malnutrition rising, hospitals collapsing due to fuel shortages, and dialysis services failing.

Over 86% of Gaza is now under evacuation or military orders. In the West Bank, violence by Israeli settlers has surged, with over 700 attacks reported this year, contributing further to instability.
