HKSAR chief executive: Hong Kong to play due part in making GBA world-class city cluster

Hong Kong plans to play a bigger role in developing the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into a world-class city cluster, according to Chief Executive John Lee’s first five-year economic and social development plan for 2026–2030.

Hong Kong will focus on technology and innovation by attracting talent from mainland China and overseas, strengthening the technology industry chain and helping researchers protect and use their intellectual property. The city also plans to improve connectivity through new cross-border rail links and large-scale intelligent computing infrastructure.

The plan also aims to make it easier for people, goods, capital and data to move across the GBA by improving the recognition of professional qualifications and aligning healthcare rules. Cross-border autonomous driving, university cooperation, elderly care, biodiversity protection, culture, sports and tourism are also included in the plan.
