Hamas announced on Tuesday that a leadership delegation, led by Gaza chief Khalil al-Hayya, arrived in Cairo to hold talks with Egyptian officials on the Gaza ceasefire. Discussions will focus on completing the first phase of the ceasefire, including reopening the Rafah crossing in both directions, and advancing to the second phase, covering the formation of a transitional administrative committee and the Israeli withdrawal from Gaza.
The delegation will also meet with leaders of Palestinian factions to review political and field developments in Gaza and the West Bank. Under the October 2025 ceasefire, Gaza is to be governed by a transitional committee of Palestinian technocrats overseen by an international “Board of Peace,” with Hamas required to disarm and relinquish formal governance roles. The Rafah crossing has largely remained closed since May 2024, serving as a key exit for Palestinians and entry for humanitarian aid.
