China will strengthen basic medical and health services, aiming to improve public health under a health-first strategy, according to a government work report submitted to the national legislature. The plan includes refining policies and institutions for health promotion, enhancing patriotic health campaigns, and boosting public health capacity. Mechanisms will be improved to coordinate medical services, insurance, and pharmaceuticals, while county, district, and community-level institutions will receive greater operational support. The report also emphasizes preserving and innovating traditional Chinese medicine, integrating it with Western medicine, and advancing a multi-tiered medical security system with unified provincial-level management of basic medical insurance funds.
