EU leaders discuss new U.S. trade proposal as deal clock ticks down

At a summit in Brussels, EU leaders discussed new U.S. trade proposals amid looming tariff threats from President Trump, with European Commission President Ursula von der Leyen warning that talks could fail and “all options remain on the table.” The EU must form a united stance before July 9, when the temporary pause on increased U.S. tariffs ends.

Germany pushed for a quick, simple deal, while France insisted any agreement must be fair and balanced, warning of reciprocal measures if the U.S. maintains its 10% tariff rate. France also suggested stronger EU measures, including targeting U.S. services. The bloc is already facing high U.S. tariffs on steel, aluminum, and cars, and is debating countermeasures on up to €95 billion in U.S. goods.

The U.S. has proposed a brief two-page principle agreement, avoiding detailed sector negotiations. The EU is also considering a digital ad tax that could impact major American tech firms. Separately, EU leaders explored forming new trade ties with Asia-Pacific nations as part of efforts to reform the WTO.
