Russia and the United States are preparing new talks on the Ukraine conflict, while Ukraine will also meet with U.S. officials this week. Putin said the U.S. 28-point peace plan could be a foundation for negotiations, but no final agreement exists. Ukraine said discussions are progressing, though the plan has been heavily revised.
Despite this, major disagreements remain. Moscow and Kyiv still clash on three key issues: control of Donbas, limits on Ukraine’s military size, and Ukraine’s future NATO membership. Russia wants full control of Donbas, a cap on Ukraine’s armed forces, and legally binding guarantees that Ukraine cannot join NATO. Ukraine rejects these demands, and Europe will not accept giving Russia veto power over NATO expansion.
Because these issues remain unresolved, analysts say the gap between the sides is still wide.
