CPC leadership holds meeting on 2026 economic work, regulations on law-based governance

China’s top leadership met on Monday to set priorities for the country’s 2026 economic agenda and review new regulations on the Party’s role in law-based governance. Chaired by Xi Jinping, the meeting reported that China is on track to meet its 2025 development goals and has strengthened its economic, technological and security capabilities over the past five years.

For 2026, the leadership called for fully implementing the new development philosophy, promoting high-quality growth, expanding domestic demand, and improving supply-side efficiency. A proactive fiscal policy and moderately loose monetary policy will continue, along with efforts to stabilize employment, businesses and market expectations. Officials also stressed the need to manage risks in key areas, advance green development, and improve people’s livelihoods.

The meeting additionally reviewed draft regulations aimed at strengthening CPC leadership in all aspects of law-based governance. Leaders said the rules will support China’s long-term goal of improving its socialist rule-of-law system and ensuring more unified and effective governance.
