Chinese Premier Li Qiang told the 24th SCO Heads of Government meeting that the organization is well-positioned to advance China’s Global Governance Initiative (GGI) and play a greater role in strengthening global governance. He said the GGI, introduced by President Xi Jinping at the SCO Tianjin Summit, offers solutions for global challenges, and that the SCO’s “Shanghai Spirit” aligns with its principles. Li outlined three priorities for the group: using the SCO’s strengths to contribute more to global governance; focusing on development and security through coordinated strategies, deeper Belt and Road cooperation, stable supply chains, stronger security mechanisms, and the early establishment of an SCO Development Bank; and boosting innovation through cooperation in science, technology, the digital economy, artificial intelligence, and renewable energy. He noted that the SCO has adopted its 2026–2035 development strategy and called for better coordination and stronger operational mechanisms. Other participants stressed the SCO’s growing role in regional integration and a fair multipolar world, urging full implementation of the Tianjin Summit outcomes, closer cooperation in connectivity, trade, security, and people-to-people exchanges, and alignment with the GGI. Leaders concluded the meeting by signing a joint communiqué and cooperation documents across economic, transport, social, and security areas.
