China’s leadership highlighted as Belem summit sets tone for COP30

The Belem Climate Summit ended on November 7 with 43 countries and the EU adopting the Belem Declaration on Hunger, Poverty, and People-Centered Climate Action. It warns that climate change and biodiversity loss are worsening hunger and poverty, calling for more support for small farmers and vulnerable communities.

The declaration urges fair and people-focused climate financing, promoting a just energy transition and stronger adaptation measures. It also supports a new goal for developed nations to provide $300 billion annually before 2035 and raise total funding to $1.3 trillion a year for developing countries.

China drew attention by pledging a 7–10% cut in emissions from its peak by 2035 and releasing a white paper on its low-carbon progress. Experts said China and other developing nations are now taking a stronger lead in global climate action.
