China’s lawmakers are reviewing a draft law to regulate and promote childcare services, strengthen protections for children under three, and improve support for childbirth and parenting. Submitted to the National People’s Congress for its first reading, the draft was developed after field research across multiple regions and includes eight chapters with 76 articles.
The law aims to expand affordable childcare, improve service quality, regulate providers, and ensure safety through licensing requirements and a blacklist barring individuals with criminal records from childcare roles. It is intended to create a high-quality, accessible, and safe public childcare system.
The initiative comes as China faces historically low birth rates, partly due to rising childcare and living costs. The government has introduced policies to lower childbirth costs, including plans to make childbirth free under national medical insurance by 2026 and subsidies of 3,600 yuan per year for children under three.
