China has released a government action plan outlining its goal to secure a stable and reliable supply of key core AI technologies by 2027, while keeping its AI industry among the strongest globally.
The plan, issued by eight government bodies, focuses on deeply integrating AI into manufacturing to support new industrial growth and modernization. By 2027, China aims to apply three to five general-purpose large AI models in manufacturing, develop industry-specific large models with broad coverage, build 100 high-quality industrial datasets, and roll out 500 practical AI application scenarios.
It also plans to develop two to three globally influential leading companies, support specialized small and medium-sized enterprises, and grow service providers that combine AI expertise with industry knowledge. In addition, China wants to build a world-leading open-source AI ecosystem, strengthen AI security governance, and contribute its own approaches to global AI development.
