Canada’s artificial intelligence minister has summoned senior executives from OpenAI to Ottawa after the company failed to alert police about suspicious activity linked to Jesse Van Rootselaar, who killed eight people in Tumbler Ridge, British Columbia, on February 10.
OpenAI said it identified and banned the 18-year-old’s ChatGPT account in June 2025 through its abuse-detection system but did not notify authorities at the time because the activity did not indicate credible or imminent attack planning. After the shootings, the company said it proactively contacted the Royal Canadian Mounted Police and is supporting the investigation.
Minister Evan Solomon called the company’s initial decision “very disturbing” and said officials will review its safety protocols, adding that all regulatory options remain under consideration following one of the deadliest mass shootings in recent Canadian history.
