China has called for a balanced approach to artificial intelligence, saying rapid AI development must be matched with strong safety measures and international cooperation. Foreign Ministry spokesperson Guo Jiakun said China is concerned about risks including AI misuse, loss of control and potential use in developing biological weapons.
China says it is working to strengthen laws, regulations, ethical standards and technical safeguards so AI remains safe, reliable and controllable. The country also recently released its AI Safety Governance Framework 3.0, which updates categories of AI risks and recommends stronger governance measures.
Guo emphasized that AI should benefit all of humanity and that no small group of countries or companies can effectively manage its risks alone. China supports the UN playing the central role in global AI governance and called for all countries to participate in creating a fair and widely accepted international framework for AI.
