Five years on: Qianhai explores viable paths for Shenzhen-Hong Kong rule alignment

Qianhai in Shenzhen has been transformed from a stretch of tidal flats into a modern business and residential district, with a strong focus on cooperation between Shenzhen and Hong Kong. Since the area was expanded in 2021, it has introduced new reforms and attracted more businesses and residents from Hong Kong.

Qianhai’s economy has grown rapidly, with its GDP nearly doubling between 2021 and 2025. The area is developing industries such as artificial intelligence, robotics, smart technology, low-altitude aviation and marine industries, while also strengthening its modern service sector.

Cooperation with Hong Kong is also growing in areas such as business, education, healthcare and professional services. Qianhai is working toward a “half-hour living circle” with Hong Kong through buses, metro, ferries and helicopter services, making it easier for people to travel, work and live across the two areas.
