China unveils five-year plan to improve services, quality of life for people with disabilities

China has released a five-year plan (2026–2030) to improve support for people with disabilities, with a focus on strengthening social security, public services, employment and overall quality of life. The plan outlines 32 key tasks across seven areas, including building a more sustainable care system, creating better job opportunities, improving access to public services, expanding cultural participation, advancing assistive technology, and making society more accessible and inclusive. By 2030, the government aims to further raise living standards and increase development opportunities for people with disabilities. By the end of 2025, nearly 27.74 million people with disabilities were enrolled in China’s basic pension program, 12.96 million were receiving pension benefits, and about 8.9 million registered people with disabilities were employed.
