Putting people first: A guiding principle in China’s governance

Ahead of the Spring Festival, Chinese President Xi Jinping visited a senior community canteen in an apartment complex, where he spoke with elderly residents and delivery workers, asking about their daily lives and working conditions.

Xi emphasized that Party and government bodies at all levels should strengthen public services and improve support for workers in emerging sectors such as food delivery, ride-hailing, and e-commerce.

China is currently in the first year of its 15th Five-Year Plan (2026–2030), with a strong focus on livelihoods, including employment, healthcare, education, and elderly care. The plan also highlights expanding social security coverage for flexible workers and improving access to welfare systems.

Officials say the broader policy direction reflects a continued shift toward a “people-centered” development approach, aiming to link economic growth more closely with improvements in quality of life.
