Nickolay Mladenov, US-led “Board of Peace” representative for Gaza, and Egyptian Foreign Minister Badr Abdelatty met in Cairo on Wednesday to discuss Phase Two of US President Donald Trump’s Gaza peace plan.
They reviewed steps to reconstruct and secure Gaza under a transitional Palestinian administration, free of weapons and tunnels, and reunified with the reformed Palestinian Authority. Abdelatty stressed keeping the Rafah crossing open to ensure humanitarian aid, described the second-phase arrangements as temporary, and called for rapid deployment of an international stabilization force and training of Palestinian police to maintain security during the transition.
The talks also addressed the worsening situation in the West Bank, condemning settler violence, settlement expansion, Israeli laws allowing execution of Palestinian prisoners, and Al-Aqsa Mosque closures, warning these could escalate tensions.
The US announced Phase Two in January, aiming for Israeli military withdrawal from Gaza, Hamas disarmament, reconstruction efforts, and a transitional governing committee, though the committee members have not yet entered Gaza. A ceasefire has been in place since October 10, 2025.
