China’s new 15th Five-Year Plan (2026–2030) will create fresh global opportunities, Premier Li Qiang said at the opening of the China Development Forum 2026 in Beijing. He said China aims to ensure steady growth, promote high-quality development, improve the business environment, and give foreign firms equal treatment.
Li stressed that protectionism cannot solve economic challenges, saying global growth comes from openness, free trade and innovation. China will expand high-level opening-up, increase imports, and support more balanced global trade.
He added that healthy competition and practical cooperation are essential for mutual benefit. China’s industrial strengths come from reform and innovation, not subsidies, and the country opposes unfair competition. China will help maintain fair markets and stable global supply chains.
Li highlighted three priorities for the future: confidence, responsibility and action, saying all countries must work together and none can prosper alone.
