Chinese lawmakers on Thursday adopted the National Development Planning Law at the closing meeting of the fourth session of the National People’s Congress in Beijing.
The law aims to strengthen China’s national planning system and formalize the role of long-term development strategies in guiding economic and social growth. At the same meeting, lawmakers also approved the outline of the 15th Five-Year Plan (2026–2030).
China has implemented 14 five-year plans, which officials say have played a key role in the country’s economic transformation. Authorities view the new law as a step toward institutionalizing the planning framework and improving coordination among development policies.
Tong Weidong of the NPC Standing Committee’s Legislative Affairs Commission said the law will help ensure the continuity, stability and authority of national development plans, providing clearer expectations for investors, including foreign capital.
