Five AI buzzwords from China’s government work report that will transform the smart economy

China plans to “forge new forms of smart economy” as part of its push for AI-driven development, according to a government work report submitted to the National People’s Congress. The report outlines several emerging concepts shaping this transformation, including AI agents, AI-native applications, intelligent computing clusters and computing-electricity synergy.

Officials say the smart economy builds on the “AI Plus” strategy by integrating artificial intelligence into production, services and everyday life, shifting AI from simple digital interactions to real-world applications. AI agents are expected to act as autonomous digital workers, while AI-native products are designed with artificial intelligence at their core, enabling new business models and lower barriers for entrepreneurship.

The strategy also emphasizes large-scale intelligent computing clusters to support advanced AI training and the coordination of computing infrastructure with power systems to improve energy efficiency. Analysts say the approach reflects China’s move toward a broader economic transformation driven by AI, supported by new infrastructure such as advanced computing networks, satellite internet and upgraded 5G-industrial internet systems.
