The Trump administration on Wednesday announced the launch of the second phase of the Gaza peace plan, shifting its focus from maintaining a ceasefire to demilitarization, technocratic governance and reconstruction. U.S. Special Envoy Steve Witkoff said the new phase aims to establish basic governance, restore essential services and facilitate humanitarian access, while warning Hamas to fully comply with ceasefire obligations or face serious consequences.
Egypt, Qatar and Türkiye confirmed the formation of a Palestinian technocratic committee to manage Gaza’s civil administration during the transitional period, oversee humanitarian coordination and support early reconstruction. Mediators described the body as a temporary mechanism to stabilize daily life without replacing broader political processes.
Mediators urged all parties to adhere strictly to the ceasefire and ensure unimpeded humanitarian access. Israel reaffirmed that the return of the final deceased hostage remains a top priority, saying governance arrangements would not affect efforts to recover his body.
