China is drafting its 15th Five-Year Plan (2026-2030), a key strategic document guiding its medium- to long-term economic and social development. President Xi Jinping has emphasized the importance of incorporating public opinions and suggestions during the plan’s formulation.
Xi has provided strategic guidance since early 2025, stressing the need to manage domestic affairs well, expand high-standard opening up, adapt to global changes, and balance development with security by assessing risks comprehensively.
The plan is part of a three-stage strategy (14th, 15th, and 16th Five-Year Plans) aiming to basically realize socialist modernization by 2035.
A major focus of the 15th Plan will be on technology-driven growth, promoting new quality productive forces through technological innovation, upgrading traditional industries, developing emerging industries, and advancing original innovation in core technologies. Xi highlighted the importance of integrating education, technology, and talent to support this growth.
In line with the Communist Party’s tradition, extensive public consultation was conducted online, gathering over 3.11 million suggestions on topics like social services, infrastructure, and technology. Xi urged that these valuable opinions be thoroughly studied and integrated into the plan.
The upcoming fourth plenary session of the 20th CPC Central Committee in October will review the plan proposals. The overall goal is to foster a people-centered approach that improves citizens’ lives while ensuring steady economic and social progress.
