Vietnam’s National Assembly has approved a major administrative reform, reducing the number of provincial-level units from 63 to 34. The move merges 52 provinces into 23 new units, resulting in 6 centrally governed cities and 28 provinces.
The restructuring will take immediate legal effect, with new local governments set to begin operations on July 1, 2025. The reform introduces a two-tier system, eliminates 250,000 government jobs, and is expected to save over 190 trillion VND ($7.5 billion) between 2026 and 2030.
The central government will oversee the transition and resolve any implementation challenges. Over 447,000 civil servants will have their roles reviewed under the new boundaries.
